Submission to the Draft 2008-09 Annual Plan
Bike Taupo Incorporated is a cycling advocacy group that was incorporated in 2003 to provide the Taupo community with a voice for cycling. It is the one-stop shop for biking in Taupo. Its aims are to;
- To promote cycling as a healthy, environmentally friendly and convenient form of transport.
- To work for improved conditions and image of cyclists and cycling.
- To encourage the use of cycles for transport and recreation.
- To educate cyclists and other road users to order to improve safety and awareness of cyclists.
- To present the case for cycling in public debate and to relevant authorities.
- To advocate the implementation of the Taupo District Council Cycle Strategy document.
Cycling has many benefits – it provides an environmentally friendly form of transport, keeps people healthy and fights obesity, is a fun recreational activity and is economically very important to the Taupo District through events and visitors. Cycling (and walking) contributes to safer communities.
Bike Taupo works alongside the Taupo District Council in promoting the awareness and safety of cycling and in developing infrastructure with the goal of making Taupo the most cycle friendly town or city in New Zealand.
Bike Taupo currently has 1368 members and was runner-up at the recent TrustPower volunteer awards held in Wanaka.
What does Bike Taupo do?
� Has developed and maintained a website, www.biketaupo.org.nz. where information on all cycling in Taupo can be accessed from. It has information about events, maps and a forum where people can share thoughts and ideas.
� Has run a cycle safety campaign for the last 3 years.
� Constructed and maintains the Rotary Ride from Spa Park to Huka Falls. This was a priority in the Taupo Cycling Strategy and was budgeted to be undertaken by the Taupo District Council at a cost of $40,000. It was completed at a cost of $20,000 with funds provided by Rotary.
� Has a concession from the Minister of Lands to operate the mountain bike tracks in Wairakei Forest.
� Presently maintains 70 km of tracks in and around Taupo. This includes tracks for walkers and cyclists through gullies in the Taupo township
� Works with the Taupo District Council and the Department of Conservation to continuously facilities for cyclists
� Has recently opened stage one of the cycling and walking track from Whakaipo Bay to Kinloch. When stage two is completed later this year the track will be 22.5 km long.
Draft 2008-09 Annual Plan
Recommendation 1
That the planned widening of Poihipi Road to include a shoulder for cyclists be completed urgently.
Recommendation 2
That the Council allocate $100,000 to the marking of cycle lanes and to undertake road safety improvements in Taupo.
A prioritised list of cycle ways and road safety improvement projects is attached to this submission.
Recommendation 3
That the Council allocate $25,000 towards the development of a 25-year Transport Plan for Taupo.
Bike Taupo is promoting the development of a 25 year Transport Plan for Taupo and has had discussions with Council. Bike Taupo has offered to contribute towards the development of the plan. Land Transport New Zealand may contribute up to 50% towards the cost of the plan.
Recommendation 4
That the Council continue developing shared paths for cycling and walking throughout the Taupo District.
Recommendation 5
That the Council continue to extend and widen the Great Lake walkway to accommodate both walkers and cyclists.
Bike Taupo would like to thank the Taupo District Council for its ongoing support and asks that the Council continue to support the promotion and development of cycling in the Taupo District.
Bike Taupo wishes to present this submission to the Council in person at a hearing and would prefer to do this in Taupo.

Way Finding Project
|
Create a standard for signage to be erected in conjunction with road markings, to direct cyclists and pedestrians to local places of interest and destinations via clearly defined on/off-road routes.

This is perhaps a higher priority as it’s required to ready for installation as and when new cycle ways appear.

Marketing / Promotion
|
Create a good marketing campaign to support all projects for the purpose of promoting active transport through education and culture change, targeting the local community as well as visitors.

Again, as with signage, this would probably need to be in place so that it can be used and adopted as and when cycle facilities are created.

Western Cycle Way into Town
|
(a) Tongariro Street to Norman Smith Street – utilizing the current paths – these need tidying up (small design and logos, colour surfaces);
